[Infovis] Updated IEEE VIS publication visualization tools

We recently updated the VISLists (http://iilabgt.org/vislists/) and 
CiteVis (https://www.cc.gatech.edu/gvu/ii/citevis/) systems that 
communicate data about IEEE VIS and IEEE InfoVis papers, respectively. 
The systems now include data from IEEE VIS 2018, except for VISLists 
missing the '18 VAST conference-only papers which haven't been pushed to 
the IEEE DL yet.

The data driving VISLists is from the vispubdata project 
(http://www.vispubdata.org) and the data driving CiteVis is hand-curated 
and available on its website.
